Is the best location for a tornado safe room inside the house or outside in the ground? The truth is, no one place is any safer against a tornado than another. The most important thing to remember is if you don’t have an above ground safe room stay as far away from windows as possible and get to an interior room of your house. If you do not have a storm shelter, the NOAA says the safest place is… “In a house with no basement, a dorm, or an apartment: Avoid windows.
